Title of US comedy movie where two actors smuggle drugs from mexico into US by building vehicle with drugs?

This is a comedy movie in which two comedy lead actors want to smuggle banned drugs into US. They build a vehicle with the smuggled material and steal it into US. A comedy flick. One comedian has got a long hair. Looks like there are series of movies with these two comedians. I watched it in 2001 but looks like it is a 80s movie.
